- Work in the Past Five Years and the Great Transformations of the New Era
The past five years since the 19th National Congress have been extraordinary and remarkable. We will improve the cadre assessment and evaluation system, guide cadres to establish and practice a correct view of political achievements, promote the promotion and removal of cadres based on their performance, and create a good situation where the capable are promoted and rewarded, and the mediocre are demoted and eliminated. We will do a good job in the fundamental task of cultivating successors, improve the normalized mechanism for training and selecting outstanding young cadres, and regard grassroots and difficult areas as important ways to nurture and develop young cadres. We should carry forward the glorious traditions and fine style of the Party, encourage Party members and cadres, especially leading cadres, to take the lead in conducting in-depth investigations and research, roll up their sleeves and do practical work, seek effective measures, and pursue tangible results. We must persistently implement the spirit of the Central Committee’s eight-point regulations, focus on leading the “key few” to set an example for others, continuously deepen the rectification of the “four forms of decadence,” and focus on addressing formalism and bureaucratism, resolutely eliminating the mentality and behaviors of privilege. We must comprehensively strengthen Party discipline, supervise and urge leading cadres, especially senior cadres, to strictly discipline themselves, fulfill their responsibilities, and strictly manage those under their jurisdiction. In dealing with violations of Party discipline, we must investigate and punish each case that is discovered. We must adhere to the integrated approach of upholding Party character, Party conduct, and Party discipline, consolidate ideological foundations, enhance political consciousness, and strengthen the ability to resist corruption and prevent degeneration, nurturing a righteous spirit that cannot be corrupted by wealth and status, poverty and hardship, or power and pressure.
(7) Resolutely win the tough battle against corruption and make it a long-term struggle. Corruption is the biggest tumor that undermines the vitality and combat effectiveness of the Party, and the fight against corruption is the most thorough self-revolution. As long as there are conditions and soil for corruption, the fight against corruption must never stop, and we must forever sound the charge. We must simultaneously and comprehensively address corruption by adopting a zero-tolerance attitude, more effectively curb its increase, and more efficiently eliminate existing cases. We must resolutely investigate and punish corruption cases involving both political and economic issues, prevent leading cadres from becoming spokespersons or agents of interest groups and power organizations, and firmly address the issues of collusion between government and business that disrupt the political ecology and economic development environment. We must deepen the rectification of corruption in areas with concentrated power, intensive capital, and abundant resources, and strictly investigate and punish “minor corrupt practices” around the people. We must seriously investigate cases of corruption by the spouses, children, their spouses, and close staff members of leading cadres who use their influence for personal gain, adhere to the investigation of both bribery and embezzlement, and combat new and hidden forms of corruption. We must deepen international cooperation in the fight against corruption and build a mechanism for pursuing fugitives, preventing their escape, and recovering stolen assets. We must address both the symptoms and root causes, promote anti-corruption legislation, strengthen the construction of a clean and honest political culture in the new era, and educate and guide Party members and cadres to enhance their awareness of resisting corruption, maintaining integrity in their personal conduct and work, and combine strict punishment, power regulation, education, and guidance in a coordinated manner to achieve more institutional achievements and greater governance effectiveness.
Comrades! The era calls upon us, and the people have expectations of us. Only by remaining unwavering and resolute in our actions can we live up to the demands of the times and the people. The entire Party must firmly remember that upholding the Party’s overall leadership is the only way to uphold and develop socialism with Chinese characteristics, that socialism with Chinese characteristics is the only way to achieve the great rejuvenation of the Chinese nation, that unity and struggle is the only way for the Chinese people to create historic accomplishments, that implementing the new development philosophy is the only way for our country’s development and growth in the new era, and that comprehensively strengthening Party discipline is the only way for the Party to maintain its vitality, forge ahead on a new journey, and constantly achieve more institutional achievements and greater governance effectiveness.
Unity is strength, and only through unity can we achieve victory. To comprehensively build a modern socialist country, we must fully tap into the creative power of hundreds of millions of people. The entire Party must adhere to the fundamental purpose of wholeheartedly serving the people, establish a firm people-centered perspective, implement the mass line, respect the pioneering spirit of the people, adhere to the principle of everything for the people and relying on the people, come from the people, go to the people, and always maintain close ties with the masses, accept the criticism and supervision of the people, always be closely connected with the people and share the same breath, destiny, and feelings with the people, constantly consolidate the great unity of the people of all ethnic groups in the country, strengthen the great unity of the Chinese people at home and abroad, and form a powerful synergy in realizing the Chinese Dream!
